To a very limited extent, this is true. However, Botulinum toxin has now been used for a great number of years with no sign that long term use has any adverse effect of patients - provided it is given by trained people in the recommended dose and in the correct areas.
There are many stories of other drugs that do have long term effects in the body. Many of these are because drugs either injected into the blood stream or taken orally, pass round the whole of the body and can affect a great many areas, tissues or organs. As pointed out before, Botulinum toxin doesn't do this. It attacks and destroys the local nerves in the area it is injected. It is then bound to those tissues making sure it does not affect anywhere else more distant.
